कमजोर लोकपाल, पर शुरुआत अच्छी ...

किसी भी जन आन्दोलन में लगातार एक सी भीड़ नही रह सकती.यह बात तो आन्दोलन की अगुवाई कर रहे लोगों और समर्थकों को समझ में आनी ही चाहिए.सरकारें इसी तथ्य का लाभ उठाने के लिए आन्दोलनों को लंबा खींचने का प्रयास करती हैं.वैसे भी यह सर्व विदित है कि प्रजातंत्र में कानून संसद में ही बन सकता है .सामाजिक आन्दोलन क़ानून के प्रावधानों में बाहर रह कर एक हद तक ही प्रभावी हस्तक्षेप कर सकते हैं.ऐसा लोकपाल मामले में भी हो रहा है.यह अन्ना हजारे के आन्दोलन का ही प्रभाव है कि आजादी के चौंसठ वर्षों बाद तथा पूर्व में नौ बार संसद में रखे जाने के बावजूद पारित न हो पाने के बाद इसे लोकसभा ने पारित किया है.अभी भले ही यह कमजोर लोकपाल है लेकिन एक बार संसद की मुहर लग जाने के बाद इस क़ानून में संशोधनों के रास्ते खुले रहेंगे.अभी तो यह देखना बाक़ी है कि राज्य सभा में ऊँट किस करवट बैठता है क्योंकि राज्यसभा में सरकार के पास बहुमत नही है.जो भी हो कमजोर ही सही, इसे भ्रष्टाचार के विरुद्ध एक अच्छी शुरुआत कहा जा सकता है.वैसे भी किसी कानून द्वारा भ्रष्टाचार पर पूरी तरह रोक लगा पाना संभव नही है.उसके लिए हर व्यक्ति को अपने स्तर पर कार्य करना पडेगा.सामाजिक नेताओं को आन्दोलनों के अतिरिक्त पूरे देश में जन जागरण अभियान चलाना पडेगा तथा जनता को भी यह अच्छी तरह समझना पड़ेगा कि वह चाहती क्या है ? हमारी लड़ाई दूसरा कब तक और क्यों लड़ता रहेगा ?

Why waste money to hire ground for people's agitation ?

I think Govt is not going to take any action on the basis of Anna's third agitation.They have made a prestige point not to accept most of the provisions suggested by civil society in its prepared Janlokpal.Govt neither intends to keep CBI under Lokpal nor interested in giving autonomous constitutional status to the CBI.In democracy political parties make their strategy keeping votes in minds. UPA cabinet has already cleared the food security bill and they presume to have secured the votes of poor and are assured to come in power again like some states got advantage of cheap food grains for poor in the past. So they are not much worried about the impact of Anna's agitation on their votes.Some states are trying to give benefit of reservation to scheduled tribes or Muslims or taking some other populist steps just to get the votes. Team Anna doesn't have any vote catching power as they have not to contest any elections. They can at the most campaign against congress and what will be the effect of their appeal on voters can't be predicted as of now. In Hissar it was a question of only one constituency , that too the defeat of congress candidate was predetermined there. I don't think a pro or anti campaign can be run in a general election without a very strong organization because at the time of voting the voters have many issues and priorities except corruption including corrupt practices. Everyone in the crowd supporting Anna is not honest .Corrupts also support his agitation with their own vested interests. The so called intellectuals and awakened persons are more dangerous because they know how to manipulate the things in their favor.They will be with Anna till their interests do not suffer.After a symbolic final agitation of 3 days Team Anna will have to undertake rigorous awakening campaign throughout the country from grass root level if they really want a change in the political and social system of our country. The symbolic agitation and "Jail bharo" can be led from any place even from Ralegan Siddhi without wasting lacs of rupees to hire a ground in Delhi or Mumbai.

Anna's fresh agitation for Janlokpal !

Hope Anna Ji will not be compelled to launch a fresh agitation for Janlokpal bill and a strong lokpal bill in line with Janlokpal bill is passed in current session of Parliament.In case the bill is not passed or a weak bill is passed the agitation must be quite systematic,planned and more strong than the last two agitations.This time if fast is observed at Ramlila Ground or at any other place in Delhi it should not be for more than 48 hours that too just to create an atmosphere all over the nation.The very next day of end of fast there must be a mass silent rally in Delhi and in every district,city and villages.Thereafter peaceful awakening programs throughout the nation must be conducted without any appeal to the Govt or political parties to accept our demands.No allegations on any of the dumb and deaf political parties for not passing the bill.In the mean while India Against Corruption movement must be turned in to a registered legal body and membership to be given to the persons believing in IAC's laid down principles on a nominal annual membership fee of Rs 10 with a target of 200 million members. It should be carefully observed that no selfish and ambitious person who could take advantage of India against corruption in his or her vested interests is given the membership of IAC.By mistake if some member is included and it comes to know at a later date he/she must be ousted with immediate effect.Membership campaign must be done at the grass root level from remote village to the Metros.Once the membership campaign is over peaceful meetings and training programs to the members must be conducted throughout the nation to prepare people's mindset to change the prevailing corrupt system.People must be able to understand and realize that the anti corruption crusaders are not struggling for their own benefits or to achieve something for themselves but sacrificing their ambitions and other things for a corruption free nation.To run the whole program working committees must be formed at every level and if any member found working against the principles of the movement must be expelled.People want a change in the system and let them decide if they really want a change ?

Janlokpal:Wait for winter session of parliament.

I think team Anna must have been tired with their hectic tours. The Janlokpal issue is so publicized and deep rooted in the minds of people that it does not require any more publicity at this stage. So far as pressure building is concerned Govt is already under pressure and is well aware of the repercussions of not passing the Janlokpal Bill in winter session of parliament.Let us wait for the winter session. The overwhelming support against corruption and for Janlokpal was self motivated and now there are two clear schools of thoughts, one supporting a strong lokpal bill and the other opposing it. The supporters are ready to mobilize again whenever a call is given by Anna Hazare, the sole leader of Janlokpal movement. It is true that a single person can’t lead and run any nationwide agitation all alone and a well organized team is always required but the team should not invite many controversies. Allegations, counter allegations and more clarifications may divert peoples mind, the opponents are already trying their best to divert and dilute the issue. I suggest team Anna to take some rest and wait till winter session of parliament. During their leisure they can plan and well organize themselves for future agitations. If a strong Lokpalbill is not passed in the winter session of parliament fresh agitation must be started and supporters are prepared to fight and win the battle.

पहली प्राथमिकता जनलोकपाल बिल

हमारी पहली प्राथमिकता जनलोकपाल बिल पारित करवाना है तथा इंडिया अगेंस्ट करपशन के सभी सम्मानित सदस्यों को एक बात समझ लेनी चाहिए कि हमें हमारे सेनापति अन्ना हजारे जी की तरफ से जो भी निर्देश प्राप्त होते हैं उनका अनुशासित सेना के सदस्य की तरह पालन करना है.अन्य मुद्दों पर जनलोकपाल के पारित हो जाने के बाद भी बात हो सकती है.यह समय आलोचना व प्रत्यालोचना का नहीं है,बस एकजुटता बनाये रखनी है और आन्दोलन को सफल बनाना है. स्वतंत्र भारत में इतना बड़ा व इस प्रकार का आन्दोलन पहली बार हुआ है जिसमें देश के हर कोने से हर जाति,धर्म,विचारधारा व आयु वर्ग के स्त्री-पुरुषों ने स्वत:स्फूर्त सक्रिय सहभागिता निभाई हो . हमें छोटी-मोटी खामियों की तरफ ध्यान नही देना है. हर आन्दोलन की सफलता उसके समर्पित व कर्मठ कार्यकर्ताओं पर निर्भर करती है.

अन्ना हजारे का आन्दोलन

जब भी कोई बड़ा आन्दोलन चलता है तो उसमें छोटी मोटी खामियाँ रह ही जाती हैं.अन्ना हजारे के भ्रष्टाचार के विरुद्ध चलाये जा रहे आन्दोलन में विभिन्न विचारधाराओं के लोग जुड़े हुए हैं. ऐसा भी नहीं है कि इस आन्दोलन से जुड़ा हुआ हर व्यक्ति पूरी तरह से ईमानदार ही है.हर मकसद से लोग जुड़ते हैं,कुछ लोग इसका भी अपने निजी स्वार्थ हेतु प्रयोग कर सकते हैं और कर भी रहे हैं. कुछ लोग भावनात्मक रूप से जुड़े हुए हैं तो कुछ लोग अन्य कारणों से.यह तो तय है कि लोग चारों ओर व्याप्त भ्रष्टाचार से त्रस्त हो गए हैं तथा उस से मुक्ति चाहते हैं . अत: हमें आन्दोलन को सफल बनाने की तरफ ही ध्यान केन्द्रित करना होगा.सबसे पहले तो उन लोगों को जो निःस्वार्थ भाव से देश हित में इस आन्दोलन से जुड़े हैं यह करना पडेगा कि आन्दोलन की खामियों को बढ़ा चढ़ा कर सार्वजनिक रूप से प्रचारित प्रसारित न करें क्योंकि विरोधी तो पहले से ही चाहते हैं कि आन्दोलन सफल न हो.ऐसा करके हम विरोधियों को ही उनके मकसद में कामयाब होने में मदद करेंगे.दूसरी बात यह कि जो लोग पहले से कोर कमेटी के सदस्य रहे हैं और किन्ही कारणों से कोर कमेटी से अलग हो रहे हैं उन्हें भी अलग होने के बाद टीम अन्ना के दूसरे सदस्यों पर आरोप प्रत्यारोप से बचना चाहिए,अन्यथा उनकी स्वयं की आन्दोलन के प्रति निष्ठा सवालों के घेरे में आ जाती है. कोर ग्रुप की बैठकों में हर मुद्दे पर खुलकर बहस की जा सकती है.राष्ट्रहित में चलाये जा रहे आन्दोलनों में व्यक्तिगत अहम् व महत्वाकांक्षा का परित्याग कर त्याग की भावना से ही कार्य करना पडेगा.तीसरी बात यह कि अन्ना हजारे जी या उनकी टीम के सदस्यों को भी हर व्यक्ति की बातों पर सफाई देने या उनकी बातों का जवाब देने की आवश्यकता नही है.हाँ यदि माननीय प्रधान मंत्री जी या उस स्तर के किसी व्यक्ति ने कोई आरोप लगाया हो तभी ऐसे किसी आरोप आदि पर बड़ी ही शालीनता से अन्ना जी के स्तर पर ही सफाई या जवाब दिया जाना चाहिए.अन्य लोगों को तो केवल आन्दोलन को सही ढंग से चलाने में ही रूचि रखनी चाहिए.चौथी और अंतिम बात यह कि अन्ना हजारे जी की कोर कमेटी के विस्तार किये जाने की बात से मैं सहमत हूँ.मेरा मत है कि कोर कमेटी में हर राज्य से कम से कम तीन सदस्य रखे जायें तथा वे सदस्य ऐसे हों जिनका चरित्र पूरी तरह से बेदाग़ हो ताकि उन पर कोई उंगली न उठा सके.हमें यह भी याद रखना चाहिए कि भ्रष्टाचार के विरुद्ध लड़ाई कुछ दिनों,महीनों या वर्षों में समाप्त होने वाली नहीं है,यह तो भ्रष्टाचार के समूल निवारण तक अनवरत रूप से चलती रहेगी तथा इस संघर्ष में कई लोगों को अपने प्राणों तक की आहुति देनी पड़ेगी..जय हिंद !!

Digvijay Singh's statements will help congress ?

I don’t know what prompts Digvijay Singh Ji to issue such statements. He is a senior congress leader having quite a long political experience. He should talk against his political opponents and the like minded persons will certainly appreciate his statements hitting his political opponents. But he must remember it is not only the members or sympathizers of a particular political party ensuring win in any election. The role of politically neutral or impartial floating voter is much more and becomes a deciding factor. As an impartial political analyst I am compelled to believe Digvijay Singh Ji himself is damaging congress more than any one else. May be he has some hidden agenda out of frustration. In Hindi a proverb is generally used “Na khud khayenge,na kisi ko khane denge”(neither we will eat nor will allow anyone to eat).May be he is moving on same line for congress itself,otherwise he is congress general secretary like a general of an Army. Any intelligent general will never like to open many fronts at a time. No Army whatever strong may it be, can win a battle fought in many fronts simultaneously. If he speaks against or abuse every political party, every social activist, every religious leader and every spiritual leader who will support him or his party? Even in congress every one is not his follower and there are many party members who don’t like his everyday statements. May be congress high command too is unaware of the damage he is causing to the party.

कई मामलों में ऐसा होता है कि यात्रा भत्ते की पात्रता किसी विशेष श्रेणी के किराये की दी जाती है भले ही आप किसी भी श्रेणी में यात्रा करें.यदि किरण बेदी को इसी सुविधा के अंतर्गत आयोजकों द्वारा किराया भुगतान किया गया है तथा किरण बेदी ने अपने N.G.O. के लिए पैसा बचाया है तो कोई बुराई नही है.पर यदि सरकारी नियमो की तरह ही आयोजकों के यात्रा भत्ता नियमों में वास्तविक किराये के भुगतान का ही प्रावधान हो तो उनका वास्तविक खर्च से अधिक किराया वसूलना निश्चित ही गलत है.

Team Anna's Campaign in UP

In my opinion Anna Hazare and his anti-corruption team should not waste their energy to campaign against Congress in Assembly elections in 2012 even if Janlokpal is not passed in winter session of parliament.In that case they can defeat congress in those states where it is already going to be defeated without Anna's campaign to vote out congress.Campaign against Congress in five states will help little to curb corruption as people have only option to choose from amongst corrupts in present political situations. They must prepare themselves for a final battle in parliamentary elections 2014 and must try to awaken people to elect only honest candidates voting out corrupt candidates from any political party.

उत्तर प्रदेश में ही नहीं हर राज्य में भ्रष्टाचार है .टीम अन्ना को भी यह अच्छी तरह ध्यान में रखना चाहिए कि उनके ऊपर भी भ्रष्टाचार के आरोप लगना शुरू हो गए हैं.हो सकता है कि ये आरोप बेबुनियाद हों और ईर्ष्या वश या टीम अन्ना को बदनाम करने के उद्देश्य से ही लगाए गए हों पर विशेष सावधानी की जरूरत है.वैसे भी आज के युग में पूरी तरह से ईमानदार लोगों का मिल पाना असंभव नहीं तो बहुत मुश्किल है.भ्रष्टाचार के विरुद्ध देशव्यापी लड़ाई में लाखों लोग भावनात्मक रूप से जुड़े हुए हैं ,इसका मतलब यह नहीं कि सब ही ईमानदार हैं. विभिन्न क्षेत्रों के दौरे करते समय यह भी ध्यान रखा जाये कि कहीं कोई भ्रष्ट व्यक्ति तो मंच शेयर नही कर रहा है या फिर उस क्षेत्र में इंडिया अगेंस्ट करप्शन का संयोजक या प्रमुख कार्यकर्ता तो नहीं है.बाद में राहुल गांधी की तरह न हो कि वो बिल्ला से लिफ्ट लेने से पहले उसके बारे में नहीं जानते थे. साथ ही टीम अन्ना के सदस्यों को अपनी भाषा भी पूरी तरह संतुलित रखनी चाहिए.
