अन्ना हजारे का आन्दोलन

जब भी कोई बड़ा आन्दोलन चलता है तो उसमें छोटी मोटी खामियाँ रह ही जाती हैं.अन्ना हजारे के भ्रष्टाचार के विरुद्ध चलाये जा रहे आन्दोलन में विभिन्न विचारधाराओं के लोग जुड़े हुए हैं. ऐसा भी नहीं है कि इस आन्दोलन से जुड़ा हुआ हर व्यक्ति पूरी तरह से ईमानदार ही है.हर मकसद से लोग जुड़ते हैं,कुछ लोग इसका भी अपने निजी स्वार्थ हेतु प्रयोग कर सकते हैं और कर भी रहे हैं. कुछ लोग भावनात्मक रूप से जुड़े हुए हैं तो कुछ लोग अन्य कारणों से.यह तो तय है कि लोग चारों ओर व्याप्त भ्रष्टाचार से त्रस्त हो गए हैं तथा उस से मुक्ति चाहते हैं . अत: हमें आन्दोलन को सफल बनाने की तरफ ही ध्यान केन्द्रित करना होगा.सबसे पहले तो उन लोगों को जो निःस्वार्थ भाव से देश हित में इस आन्दोलन से जुड़े हैं यह करना पडेगा कि आन्दोलन की खामियों को बढ़ा चढ़ा कर सार्वजनिक रूप से प्रचारित प्रसारित न करें क्योंकि विरोधी तो पहले से ही चाहते हैं कि आन्दोलन सफल न हो.ऐसा करके हम विरोधियों को ही उनके मकसद में कामयाब होने में मदद करेंगे.दूसरी बात यह कि जो लोग पहले से कोर कमेटी के सदस्य रहे हैं और किन्ही कारणों से कोर कमेटी से अलग हो रहे हैं उन्हें भी अलग होने के बाद टीम अन्ना के दूसरे सदस्यों पर आरोप प्रत्यारोप से बचना चाहिए,अन्यथा उनकी स्वयं की आन्दोलन के प्रति निष्ठा सवालों के घेरे में आ जाती है. कोर ग्रुप की बैठकों में हर मुद्दे पर खुलकर बहस की जा सकती है.राष्ट्रहित में चलाये जा रहे आन्दोलनों में व्यक्तिगत अहम् व महत्वाकांक्षा का परित्याग कर त्याग की भावना से ही कार्य करना पडेगा.तीसरी बात यह कि अन्ना हजारे जी या उनकी टीम के सदस्यों को भी हर व्यक्ति की बातों पर सफाई देने या उनकी बातों का जवाब देने की आवश्यकता नही है.हाँ यदि माननीय प्रधान मंत्री जी या उस स्तर के किसी व्यक्ति ने कोई आरोप लगाया हो तभी ऐसे किसी आरोप आदि पर बड़ी ही शालीनता से अन्ना जी के स्तर पर ही सफाई या जवाब दिया जाना चाहिए.अन्य लोगों को तो केवल आन्दोलन को सही ढंग से चलाने में ही रूचि रखनी चाहिए.चौथी और अंतिम बात यह कि अन्ना हजारे जी की कोर कमेटी के विस्तार किये जाने की बात से मैं सहमत हूँ.मेरा मत है कि कोर कमेटी में हर राज्य से कम से कम तीन सदस्य रखे जायें तथा वे सदस्य ऐसे हों जिनका चरित्र पूरी तरह से बेदाग़ हो ताकि उन पर कोई उंगली न उठा सके.हमें यह भी याद रखना चाहिए कि भ्रष्टाचार के विरुद्ध लड़ाई कुछ दिनों,महीनों या वर्षों में समाप्त होने वाली नहीं है,यह तो भ्रष्टाचार के समूल निवारण तक अनवरत रूप से चलती रहेगी तथा इस संघर्ष में कई लोगों को अपने प्राणों तक की आहुति देनी पड़ेगी..जय हिंद !!

Digvijay Singh's statements will help congress ?

I don’t know what prompts Digvijay Singh Ji to issue such statements. He is a senior congress leader having quite a long political experience. He should talk against his political opponents and the like minded persons will certainly appreciate his statements hitting his political opponents. But he must remember it is not only the members or sympathizers of a particular political party ensuring win in any election. The role of politically neutral or impartial floating voter is much more and becomes a deciding factor. As an impartial political analyst I am compelled to believe Digvijay Singh Ji himself is damaging congress more than any one else. May be he has some hidden agenda out of frustration. In Hindi a proverb is generally used “Na khud khayenge,na kisi ko khane denge”(neither we will eat nor will allow anyone to eat).May be he is moving on same line for congress itself,otherwise he is congress general secretary like a general of an Army. Any intelligent general will never like to open many fronts at a time. No Army whatever strong may it be, can win a battle fought in many fronts simultaneously. If he speaks against or abuse every political party, every social activist, every religious leader and every spiritual leader who will support him or his party? Even in congress every one is not his follower and there are many party members who don’t like his everyday statements. May be congress high command too is unaware of the damage he is causing to the party.

कई मामलों में ऐसा होता है कि यात्रा भत्ते की पात्रता किसी विशेष श्रेणी के किराये की दी जाती है भले ही आप किसी भी श्रेणी में यात्रा करें.यदि किरण बेदी को इसी सुविधा के अंतर्गत आयोजकों द्वारा किराया भुगतान किया गया है तथा किरण बेदी ने अपने N.G.O. के लिए पैसा बचाया है तो कोई बुराई नही है.पर यदि सरकारी नियमो की तरह ही आयोजकों के यात्रा भत्ता नियमों में वास्तविक किराये के भुगतान का ही प्रावधान हो तो उनका वास्तविक खर्च से अधिक किराया वसूलना निश्चित ही गलत है.

Team Anna's Campaign in UP

In my opinion Anna Hazare and his anti-corruption team should not waste their energy to campaign against Congress in Assembly elections in 2012 even if Janlokpal is not passed in winter session of parliament.In that case they can defeat congress in those states where it is already going to be defeated without Anna's campaign to vote out congress.Campaign against Congress in five states will help little to curb corruption as people have only option to choose from amongst corrupts in present political situations. They must prepare themselves for a final battle in parliamentary elections 2014 and must try to awaken people to elect only honest candidates voting out corrupt candidates from any political party.

Team Anna's campaign against corruption

उत्तर प्रदेश में ही नहीं हर राज्य में भ्रष्टाचार है .टीम अन्ना को भी यह अच्छी तरह ध्यान में रखना चाहिए कि उनके ऊपर भी भ्रष्टाचार के आरोप लगना शुरू हो गए हैं.हो सकता है कि ये आरोप बेबुनियाद हों और ईर्ष्या वश या टीम अन्ना को बदनाम करने के उद्देश्य से ही लगाए गए हों पर विशेष सावधानी की जरूरत है.वैसे भी आज के युग में पूरी तरह से ईमानदार लोगों का मिल पाना असंभव नहीं तो बहुत मुश्किल है.भ्रष्टाचार के विरुद्ध देशव्यापी लड़ाई में लाखों लोग भावनात्मक रूप से जुड़े हुए हैं ,इसका मतलब यह नहीं कि सब ही ईमानदार हैं. विभिन्न क्षेत्रों के दौरे करते समय यह भी ध्यान रखा जाये कि कहीं कोई भ्रष्ट व्यक्ति तो मंच शेयर नही कर रहा है या फिर उस क्षेत्र में इंडिया अगेंस्ट करप्शन का संयोजक या प्रमुख कार्यकर्ता तो नहीं है.बाद में राहुल गांधी की तरह न हो कि वो बिल्ला से लिफ्ट लेने से पहले उसके बारे में नहीं जानते थे. साथ ही टीम अन्ना के सदस्यों को अपनी भाषा भी पूरी तरह संतुलित रखनी चाहिए.

Anomalies in UGC Regulation 2010

Sir,

Regarding the subject mentioned above I hereby wish to state that I am a Professor in Physics at Govt.J.Yoganandam Chhattisgarh College, Raipur under the Govt. of Chhattisgarh, Higher Education Department. I draw your kind attention to Para 9.4(i) and 9.10 of schedule for clause 6.8.0 of the UGC regulation 2010. The Para 9.4(i) entitles three non compounded advance increments to a teacher acquiring PhD in service on or after 1.1.2006, while Para 9.10 bars the Pre 2006 PhD holders for such advance increments. As a result of this condition many senior teachers, who were drawing more pay in pre revised scheme, are drawing less pay as compared to their juniors after fixation of pay in the new scheme 2006.
To cite an example, if ‘X’ is a teacher for the past more than 20 years who is already a PhD and registered as a guide and ‘Y’ is the student teacher who has been awarded the said PhD degree after 01.01.2006 under the guidance of ‘X’ . ‘Y’ shall be awarded 03 advance increments and as a result the student will draw more salary than the guide. Is it not a paradox? The same is the case with me and I am getting less pay as compared to many teachers who are junior to me in the state run Govt. colleges, which is an anomaly of UGC notification 2006 and the regulations 30th June 2010. Since in the present scheme the annual increments are compounded I will be at a recurring financial loss every year and will also be fixed at a lower stage than my juniors in next pay revision.
For your kind perusal a table showing comparative details of teachers drawing more pay in my college after getting the benefit of Para 9.4(i) is attached herewith.
This anomaly can be rectified by awarding 03 advance increments to all teachers holding PhD degree prior to the cut off date of 01.01.2006.
You are therefore, requested to look in to the matter and grant three advance increments to all the teachers who have acquired PhD before 1.1.2006.

Discrepencies in the UGC regulation Sept 2009





Dear Sir,

I wrote a blog about the discrepancies in the revised UGC 6th pay commission scale a year back. I also forwarded the copy of my blog to UGC authorities and the AIFUCTO. Though the blog was viewed by many viewers but without comments, discouraging me to write further. Recently I was contacted by some viewers directly on my E- mail ID who told me that the UGC in its regulation Sept 2009 has incorporated the changes in one of the discrepancies pointed out by me that the pay of a college principal must be fixed not below the stage of Rs. 43000/-.

The other point I raised was about advance increments to those teachers who were placed in Selection grade lecturer/Reader in the pre-revised scheme of 1996 and have acquired PhD before Sept.2008. In the pre-revised scheme of 1996 there was a clear mention of the fact that a teacher holding PhD degree would be given two advance increments when he/she moved to selection grade lecturer/reader.

As the scheme of 1996 was implemented from 27th July 1998, all the persons fulfilling the necessary conditions of refresher/orientation and having a good performance appraisal report had been placed in the selection grade 12000-18300 w.e.f.27th Jul 1998 on completion of 9 years of service with PhD degree or 11 years of service without holding a PhD degree. Also the persons holding PhD degree and meeting other necessary requirements for the post of Reader had been promoted as Reader/college professor under career advancement scheme of 1996.

According to the new scheme of 2006 (UGC regulations Sept.2009) all such college teachers (incumbent selection grade lecturers/college professors) who have completed 3 years in the pre-revised scale 12000-18300 on 1.1.2006 would be placed in pay band 37400-67000 with an academic grade pay of 9000/- at the particular stage of pay as per fitment table of H.R.D's letter dated 4 June 2009. Now if a teacher who is in the Selection grade but could not be promoted as college professor due to not having PhD degree, acquires PhD on or after 1 September 2008, will be getting 3 non compounded advance increments in lieu of his PhD and will draw more pay than his seniors who acquired PhD before Sept. 2008 or entered the service with PhD degree. Though I am not opposed to grant 3 advance increments to those teachers who acquire PhD on or after Sept 2008, but am of the view that the teachers who are otherwise senior and holding PhD must also be given such a benefit that they won't draw less pay than the persons who were junior to them and had been drawing less pay in the pre-revised scale. Such provisions have always been there in the past fixation rules to step up the pay of a senior person drawing more pay to his junior in the pre-revised scale to the extent by which it falls short of that of his junior.


The discrepancy can well be understood by an example.


Suppose there are five teachers A, B, C, D and E. The date of regular appointment of A is 1st August 1985 and he holds PhD degree at the time of his initial recruitment. The date of regular appointment of B is 1st January 1986 and he acquired PhD during service prior to 27th July 1998.C is appointed on 1st January 1987 and acquired PhD on or after 27th July 1998 but before 1.1.2003. The D is appointed on 1st June 1987 and acquired PhD between 1.1.2006 and August 2008. The date of regular appointment of E is 1st July 1987 and acquired PhD on 1st Oct 2008. All the five teachers meet other necessary conditions for career advancement.

According to the pre revised scheme of 1996 all five teachers had been placed in selection grade lecturer on 27th July 1998 as the scheme was to be implemented from 27th Jul 1998. A, B and C had also been promoted as Reader/college professor w.e.f. 27th July 1998 fulfilling the condition of PhD and other necessary requirements for promotion to the post of Reader/ college professor.

According to UGC regulations Sept 2009 A, B, and C drawing pay 15780/- in the pre-revised scale12000-18300 would be fixed at 48690/- and D and E will be fixed at 47530/- in the pay band of 37400 -67000/-.The pay of teacher E will be increased with 3 non compounded advance increments w.e.f 1st Oct 2008 in lieu of acquiring his PhD degree. As a result the pay of A, B, C, D and E as on 1.10.2008 would be Rs.51656/-,Rs.51656/, Rs.51656/-, Rs.50425/-and Rs.54963/- respectively. Thus E will draw more pay than all the four persons senior to him w.e.f.1st October 2008. E will also be getting more pay every year because of the compounded increments and will be fixed at a higher stage than the persons senior to him in the next pay revision due from 1.1.2016. For the purpose of sample calculation the date of increment is taken as 1st January.


Is it a punishment for those who acquired PhD earlier?
